When you do, the Drawing Tools slide up along the right side of the screen. However, when the device is in portrait orientation, you need to tap at the lower-right corner of the screen to access the Drawing Tools. How you access the Drawing Tools on devices with a smaller screen depends on the orientation of the device. Tap Done in the upper-right corner of the screen to return to your Canvas.
